If you look across the globe, governments and health authorities have been working tirelessly to find solutions to the Coronavirus (COVID-19) pandemic, so much so that many have burned endless amounts of midnight oil to stop this global crisis. Each one of us wants to protect people and get society back up and running.

Every single individual is contributing his/her part to stop this pandemic from becoming a massive disaster. Software developers and computer engineers for example, are contributing by constructing technical tools to help combat the virus and save lives. 

Continuing this spirit in true sense, Google and Apple are announcing a joint effort that will enable the use of Bluetooth technology to help governments and health agencies curb the spread of the virus, with user privacy and security central to the design.

The Concept

We know that COVID-19 can be transmitted through close proximity to affected individuals. In lieu of this, public health organizations have pinpointed contact tracing as the most vital tool to help contain its spread. Across the world, a wide number of leading public health authorities, universities, and NGOs are actively involved in carrying out important work to develop opt-in contact tracing technology.

In order to further leverage this cause, Apple and Google together will be launching a comprehensive solution which ecompasses application programming interfaces or APIs and operating system-level technology that will help in enabling contact tracing

Considering the need of the hour, the plan includes implementing the aforementioned solution in two steps while maintaining strong protections around user privacy.

According to the announcements, in the month of May, both the companies will release APIs which allow for interoperability across Android and iOS devices using apps from public health authorities. Once live, these apps will be officially available for users to download through their respective app stores.

In the second phase both the companies, Apple and Google, will work to create a wider and border Bluetooth-based contact tracing platform by enabling this functionality into the underlying platforms. It will be a more robust solution than an API and this will permit more number of individuals to join hands (virtually) and participate, if they choose to opt in, as well as enable interaction with a broader ecosystem of apps and government health authorities. 

Both the companies are taking the aspects of privacy, transparency, and consent seriously in this effort and are looking forward to building this functionality in consultation with interested stakeholders. The companies will transparently publish information about their work for everyone to analyze.

According to both the companies, everyone at Apple and Google believe there has never been a more vital moment to work together to solve one of the world’s most pressing problems. They will be working closely in tight cooperation and collaboration with developers, governments and public health providers to weather this storm. The companies aim at harnessing the power of technology which aid the countries around the world put a brake on the spread of COVID-19 and accelerate the return of normal life.

What is Contact detection service?

From the sources of Google, Contact Detection is a BLE service which is registered with the Bluetooth SIG with 16-bit UUID 0xFD6F. The technology is designed to enable proximity sensing of Rolling Proximity Identifier between devices for the aim of computing an exposure event.

The devices then advertise and scan for the Contact Detection Service by way of its 16-bit service UUID. The Service Data type with this service UUID will contain a 128-bit Rolling Proximity Identifier that changes periodically.

Privacy Details

As denoted earlier, to maintain the user privacy is of utmost importance for both the companies. Privacy will be their major point of focus during design considerations. In order to do so, they have mentioned the following protocol:

  • The Contact Tracing Bluetooth Specification technology does not make use of location for proximity detection. The tech dedicatedly uses Bluetooth beaconing in order to detect proximity.
  • The technology is such that a user’s Rolling Proximity Identifiers changes on average every 15 minutes. It needs the Daily Tracing Key to be correlated to the user, reducing the risk of privacy loss from advertising them.
  • The proximity identifiers gathered from other devices are processed exclusively on device.
  • Contribution is purely based on users’ consent. 
  • If someone is diagnosed with COVID-19, they consent to sharing Diagnosis Keys with the server.
  • Users will have complete transparency into their participation in contact tracing.
